Definitely this is it. Most young people are on unstable contracts for a basic salary nowadays rather than employment for life with steadily increasing salaries as was in the past. It is fine for single people or a young married couple but its obvious to everyone that as soon as one person stops working to have and take care of a child the remaining income is too low to take care of three people and it is scary that even that salary could disappear at anytime. So people postpone and postpone then finally give up or have one child just before it is too late. Little incentives help but they don't address the root cause, people need stable well paying employment BEFORE they have a child.
