Does anyone seriously think NATO was considering an invasion of Russia? Get serious. It is Russia that needed to give assurances of non-aggression but they didn't. The West entertained Russian Oligarchs, ignored Putin turning hope into one of the worst dictatorships on the planet, still held major events in Russia like the World Cup, brought Russia into the G7, developed whole structures to facilitate trade, and on and on. But Russia and Putin couldn't accept being a normal country. They need to throw their weight around and dominate. Putin chose this path and now everyone has to live with it, but remember this was not the only path.
