I could be wrong but isn't there two slates of elector prepared before elections depending on who wins. This is what Lessig is talking about. But I thought Trump and his group realize what your are saying and realized some of the GOP electors would not agree and so made another set of fake electors. As you point out this is a problem of bad intentions to subvert the vote not simply people waiting for the correct vote to be determined.
