I think that is easy to explain. A few thousand neo-nazi's anywhere is distrubing. It is a problem for the country they are in. However, when a 200000+ strong fascist army crosses a border and starts killing and destroying in a bid for total domination and maybe even genocide then a tiny percentage of a population holding repugnant political views ceases to matter much in the short term.
