I think this is an open question rather than a black and white issue. Are economic sanctions really meant to completely and immediately stop a country from their misdeeds? I don't think so, this is a bit of a straw man argument. The Kremlin certainly hasn't been persuaded but I'm not sure that means there is no effect. The sanctions on South Africa definitely had an effect but it took 30 years. You seem to imply that punishing Russia for the misery it has caused it wrong but you don't justify why.
