It seems really hard to sell modern western weapons, it would be super obvious and not a rumor for long. I guess selling older Russian arms but don't the Russians have those already? Also there is a big difference between "The Ukrainians" as the rumor implies and some Ukrainians. In a chaotic wartime situation I could see some Ukrainians and some Russians doing something like that but it isn't an important part of the big picture.
