Just no. If it was it was extremely poorly planned. They attacked from all sides. If they just wanted to seize some territory in the east and call it a day it doesn't make sense to make a major strike at Kyiv and spread out your forces especially if your claims are about the numbers are right. Much more likely they thought they could blitz Ukraine and get all the marbles but they were weaker than they thought and the Ukrainians were stronger than they thought. Now to save face they have to lie and say they only had limited goals.
