Perhaps, but this assumes he wanted to do things other than what he did but was too scared to do them. Perhaps things mostly happened as he wanted them to, or certainly not far enough away from what he wanted to spend any of his political capital changing them. I haven't heard him expressing any regret for his actions while in office. If he was scared he is safe to speak up now but he still doesn't.
