Sorry but China's pronouncements are not a peace plan. First of all you need to actually negotiate with Ukraine not simply talk to Russia. Second, most of these are vague platitudes that we can agree on but they are not concrete action plans so they don't stop the violence. Thirdly some of the points make no sense. Russia invaded and seized 20% of Ukrainian territory after signing a treaty to respect Ukrainian sovereignty. How can that be respecting the sovereignty of all countries? What is China's plan to deal with that? Russia has attacked Ukraine, only they can cease hostilities. Has China called on Russia to cease hostilities? If not how can it be serious? The humanitarian crisis was created by the Russian invasion. How can it be resolved unless the Russians stop attacking? Has China pointed this out? What is their plan to deal with this? Russia invaded, shelled nuclear plants in Ukraine, and seized nuclear power plants in Ukraine. Has China pointed that out? If not why should we take their plan seriously? Russia has invaded Ukraine and is carrying an airwar against civililan targets. How can civilians be protected without telling Russia to stop the aggression? Has China pointed this out? If not how can we take them seriously? Russia is stopping grain exports or threatening to not Ukraine. Has China pointed this out? Why can't aggressors be sanctioned? How can industrial supply chains be stable during an invasion? An invasion by Russia? Who will promote post-conflict reconstruction? Has China made Russia promise to pay reparations? I said some of the Chinese "peace" plan's points don't make sense but actually NONE of their points make sense in the context of a Russian invasion.
