This is ridiculous editorializing. OF COURSE the sanctions would not happen before Russia invaded! What would you have said if they did? Biden said the sanctions were punishment for Russian violent aggression, what is strange about that? What evidence is there for the other wild claims in this passage? Anyone who wrote such a thing can not be called a serious journalist.
