This is the real problem. They barely get punished and then they continue on when they should be behind bars and definitely banned from working with young people even when out. We only hear about a tiny fraction of what goes on unfortunately. Parents often don't help by not speaking up and keeping a veil of secrecy over what happened. They want to protect their child from stigma but it allows it all to continue.
