What do you think happened from 1991 until very recently? We had 30 years of detente even as it slipped in dictatorship we looked the other way. Russia was being integrated into Europe. Huge energy infrastructure to connect Russia to Europe was built. Huge international events were held in Russia. Russian billionaires were buying up chunks of London and New York. The new Russian middle class were spending out all over the world. But Putin and the Russian elites couldn't accept being a normal peaceful European country with an economy the size of Italy. They had to be respected as a superpower, they had to dominate. That is the root of the problem we are seeing. You've got it backwards.
