Yes. Not only superpowers get to decide things. Russia doesn't get to dictate to others. Ukrainians and other small countries are able to rule themselves. Other countries have security concerns too, very justifiable ones, much more so than Russia's. If Russia is concerned about security is should have played nice with its neighbors and rivals to build allies and good relationships. They chose not to, they chose violence (again) and are suffering the consequences. I'm much more worried about the security concerns of people living near Russia or Russian dissidents than the concerns of the Russian elites.
